In 1883 the Jacksonville and Atlantic Railway Company was tasked with the job of build a sixteen and a half miles of narrow gauge railway from South Jacksonville to a new resort settlement. To accomplish the goal of developing a new beach resort the company acquired many acres of choice oceanfront property. The development was divided into individual lots and sold to people looking for a summer get away.

In 1884 William E Scull name the resort area Ruby Beach in honor of his oldest daughter. The area was again renamed in 1886 to Pablo Beach. Pablo Beach made aviation history on February 24, 1921, when Lt. Wm. DeVoe Coney, in a transcontinental flight from San Diego, California, landed at Pablo Beach. In September 1922, Jimmy Doolittle piloting a De Havilland DH-4 biplane from Pablo Beach to San Diego set a new cross country record of 21 hours and 19 minutes

Finally, on June 15 1925 the name was changed to Jacksonville Beach. Today, Jacksonville beach is a business, resort, and residential community. The area has extensive dinning, shopping, surfing and fishing, The Jacksonville Beach boardwalk is home to shopping and restaurants. The Seawalk Pavilion is home to festivals, concerts and arts and crafts shows. This Pavilion is on the oceanfront and have a very large public stage, people come to enjoy the music and activities associated with this facility.
